Context

Refinery strikes have been the recurring lever in this conflict: prior waves of attacks on Russian refining capacity have tended to tighten the products complex more than crude itself, lifting diesel and gasoline cracks and widening the crude-to-product spread while Russian crude exports have historically been rerouted rather than shut in, so the distinction to draw is between refinery throughput lost and export barrels displaced. Announcements of resumed strikes have previously produced short-lived risk premiums in crude that fade unless physical damage is confirmed and sustained. The second strand is the more durable one: interruptions to US intelligence sharing and satellite connectivity have in past episodes of strained allied support preceded negotiated pauses or shifts in battlefield tempo, and the pattern has been that such pressure points get used as leverage toward talks rather than marking a clean break. Zelensky's public anger is itself a signal of negotiating posture, and prior rounds of public friction between Kyiv and Washington have tended to resolve into partial restoration of support alongside ceasefire discussions. The follow-ons are confirmation of actual strikes versus rhetoric, any response from Washington on restoring intelligence and connectivity, and movement in the peace-talk track, since commodity repricing in this conflict has historically tracked verified physical disruption rather than statements of intent.
