UNSC resolution prepared by the US, Saudi Arabia, Bahrain, Qatar, the UAE, and Kuwait opens the door for potential enforcement measures, AsharqNews reports citing the resolution "to be distributed tomorrow"

"I have  obtained the draft UNSC resolution prepared by the United States,  Saudi Arabia, Bahrain, Qatar, the UAE, and Kuwait aimed at securing freedom of navigation in the Strait of Hormuz. The draft is expected to be distributed to Council members tomorrow.    

Here is what it includes:    

The draft strongly condemns what it describes as Iran’s “recurring attacks and threats” against merchant and commercial vessels, as well as activities aimed at obstructing lawful transit through the Strait, including the placement of sea mines and the imposition of illegal tolls.    

It determines that these actions constitute a threat to international peace and security, placing the issue under Chapter 7 of the UN Charter, opening the door for potential enforcement measures.   

The resolution reaffirms that all vessels and aircraft have the right to transit passage through the Strait of Hormuz without unlawful interference, in accordance with international law, including the UN Convention on the Law of the Sea.   

It calls on Iran to immediately cease all attacks and threats against commercial shipping and any attempts to impede navigation, including the laying of sea mines and the collection of unauthorized fees.    

The draft also requires Iran to disclose the number and locations of any sea mines it has deployed in and around the Strait and to remove them, while not obstructing international mine-clearing efforts.    

It further calls on Tehran to cooperate with the United Nations in establishing a humanitarian corridor in the Strait to ensure the flow of essential goods, including food and fertilizers, which the draft says have been disrupted by recent actions.    

The resolution prohibits any UN member state from assisting Iran in closing or restricting the Strait, and reaffirms the right of states to defend their vessels against attacks, in line with international law.    

It also expresses support for ongoing diplomatic efforts in the region, including the extension of the ceasefire between the United States and Iran mediated by Pakistan.    

The SG is requested to report within 30 days on the implementation of key provisions, while the Council signals it is prepared to consider further measures, including sanctions, in the event of non-compliance."
