Context

Refinery crude runs are one of the sub-components of the weekly EIA petroleum status report, and in isolation a deceleration of this kind rarely moves WTI on its own; what has historically mattered is the run-rate print read alongside the crude and product inventory builds or draws in the same release, since lower runs mechanically loosen crude balances while tightening products. The seasonal read is the standard caveat: runs of this magnitude declining in this part of the calendar is consistent with autumn turnaround season, when utilisation dips before the winter distillate build, and episodes of this kind have tended to be discounted unless they persist beyond the maintenance window. The distinction worth drawing is between a runs decline driven by planned maintenance, which is crude-bearish and product-supportive, and one driven by weak margins or unplanned outages, which carries a different demand signal. The follow-ons that typically confirm or fade the move are the utilisation rate in the same report, the subsequent week's runs for persistence, and any company-level refinery outage notices. As a sub-component rather than the headline inventory print, this is context for the crude and products numbers rather than a standalone catalyst.
