US EIA Refinery Crude Runs Change (Oct/16) 0.034M (Prev. 0.135M)

What it means

Refinery crude runs are one of the softer components of the weekly EIA report: a small positive change following a larger one simply means utilisation is still edging up but at a slower pace, and on its own this line rarely moves WTI. What matters in the release is how runs interact with the crude and product balance: rising runs draw down crude inventories but push supply into gasoline and distillate stocks, so a higher run rate is crude-bullish and product-bearish, and the net price signal comes from the inventory prints it accompanies rather than the runs figure itself. Seasonally, run rates move in well-defined cycles around spring and autumn maintenance turnarounds, and a decelerating uptick in mid-October is consistent with the tail of the autumn turnaround season, when utilisation troughs before rebuilding toward year-end. The established pattern is that the market keys on the headline crude build or draw and Cushing, with runs and implied demand as secondary confirmation. The follow-ons are the utilisation rate in the same report, the product builds as evidence of what the extra throughput is landing in, and refinery margin levels, which determine whether the run rate holds into the next weekly print.
