Context

A swing from a modest increase to a modest decline is within the noise of the series, which tends to chop around seasonal turnarounds, and in past episodes the crude print and the gasoline and distillate builds or draws have dominated the price reaction, with runs only amplifying the move when they point the same way. The mechanical read of lower runs is weaker crude demand at the refinery gate and, if sustained, less product output, which is why a falling runs number alongside product draws can be marginally supportive for cracks even as it leans against crude. The distinction worth drawing is between maintenance-driven declines, which reverse within weeks, and margin-driven run cuts, which signal genuine softness in the downstream and have historically preceded softer crude pricing. The tell is the utilization rate and the product inventory split in the same release, plus whether the trend persists across subsequent weeks rather than appearing as a one-week dip. As a single weekly datapoint the signal is weak and quickly superseded by the next storage report.
