The transmission channel to crude markets is medium-term supply expectations rather than prompt barrels, felt first in heavy-sour differentials and Gulf Coast coker feedstock availability rather than in the WTI flat price. Worth watching are the licensing mechanics, which companies receive authorisations, and whether shipping and insurance for Venezuelan cargoes normalises, since those are the tells that separate announced capacity from delivered supply.
