Venezuelan supply restoration under US oversight follows a pattern seen in prior sanctioned-producer episodes: output recovers first from existing fields and workovers, with the heavier capital-intensive rebuild lagging by years, which is why initial percentage gains of this kind tend to come off a deeply depressed base. The transmission to crude prices runs through Atlantic basin sour, heavy grades and the US Gulf Coast refiners configured for them, where incremental Venezuelan barrels displace other heavy imports and compress heavy-sour differentials before touching the flat price. The statement that China will not have a claim to the fields is a direct intervention in a long-running creditor dispute, since prior Venezuelan output was substantially committed to debt repayment cargoes; redirecting those barrels changes destination flows and freight as much as aggregate supply. The remark that there have been no discussions with Venezuela on OPEC flags the open institutional question: historically, a recovering producer outside the quota system has been an unmanaged source of supply growth, whereas readmission into the pact has tended to cap it. Worth watching are the pace of export licence issuances, the handling of PDVSA's existing debt and joint-venture claims, and whether the recovery rate is sustained beyond the first flush of rehabilitated wells.
