Letters of this kind from the congressional opposition are the standard opening move in an oversight campaign rather than a policy shift in their own right; the historical pattern is request for information, then hearings, then, only where the administration's legal footing is weak, legislation or litigation aimed at the underlying arrangement. The substantive axis here is the legal basis of any Venezuelan oil agreement, since sanctions relief or license-driven flows have historically been reversible by executive action, which is precisely why opposition scrutiny tends to focus on documentation and process rather than volumes. For crude, the distinction that matters is between barrels flowing under general licenses, which are more durable, and those resting on ad hoc dealmaking, which carry higher reversal risk and have in past episodes been the first to draw congressional and court challenges.
