The four-week average exists to strip out weekly noise, so a marginal uptick of this size carries essentially no signal on its own; what has historically mattered in claims data is sustained direction over several weeks, particularly a persistent grind higher in continuing claims, which has tended to lead the unemployment rate at turning points in the cycle. The distinction worth drawing is between initial claims, which capture layoffs, and continuing claims, which capture rehiring difficulty; softening labour markets have typically shown up in the continuing series first, with initial claims following only once layoffs actually broaden. At low absolute levels, episodes of drifting higher have often proved to be seasonal adjustment artefacts rather than trend, and past cycles show the series can range sideways for extended periods without macro consequence. The follow-ons that have historically separated noise from turn are whether the move persists through subsequent prints, whether it is corroborated by the household survey and payrolls revisions, and whether it broadens beyond a handful of states or sectors.
