The refinance index is the more rate-elastic of the two components, so a decline of this kind fits the established pattern in which refinancing demand fades quickly as mortgage rates back up and recovers sharply when they fall, while the purchase index responds more slowly and is the better gauge of underlying housing momentum. Precedent is that only sustained multi-week trends in this series get traction with the rates complex, and then mainly at the margin, by feeding the read on prepayment risk for agency MBS and on consumer cash-flow via cash-out activity. Worth noting is that the weekly series is volatile and subject to seasonal and holiday distortion, so individual prints have historically been faded more often than followed. The follow-ons are the next week's release for confirmation of trend, the mortgage rate fixings that drive it, and the heavier monthly housing data that this series only loosely anticipates.
