Regional Fed surveys of this kind have historically mattered less for their level than for how they feed the national ISM manufacturing reading that follows, since the regional prints collectively form the earliest steer on the headline series, and traders have tended to fade single-survey moves that other regionals fail to confirm. The capex component specifically has been one of the noisier sub-indexes, with sharp month-to-month swings that frequently partially reverse, so episodes of this kind have typically required corroboration from the other regional surveys and from the national orders and durable goods data before being treated as a durable signal. The distinction worth drawing is between a capex pullback that tracks broader weakness in new orders, which would argue for a demand-driven story, and one that occurs against stable activity indexes, which has historically read more like deferred spending amid uncertainty.
