Pledges of emergency fuel supply announced by heads of state have a mixed record of turning into physical barrels; what has historically mattered is the sanction and shipping architecture around the flows, not the headline tonnage, since Russian diesel has moved under embargo, price cap and shadow-fleet constraints whose relaxation would be a policy event in its own right. The mechanism to track is the diesel crack and the prompt spread rather than the flat price: additional Russian gasoil into the Atlantic basin would first show in the ULSD and European diesel cracks and in freight and insurance rates, with WTI and Brent affected only at the margin through refining margins. Two case distinctions carry the load here. First, staged volumes conditioned on refinery availability are qualitatively different from a firm offtake, and the wording on refinery condition leaves the largest tranche contingent. Second, the claim of control over Hormuz sits in a separate risk bucket: any actual disruption there overwhelms a few million tons of product and would invert the stated price direction. The established sequence in such episodes is an initial knee-jerk in product cracks, then a retracement as traders await loading programmes, customs data and any official confirmation from the Russian side or from sanctions authorities, which to date is absent. The relevant tells are nominations out of Russian ports, tanker fixtures, and whether Treasury or EU counterparts signal any licensing change; absent those, the statement reads as political signalling rather than an incremental supply event.
