Worth noting is that Venezuelan crude is heavy and sour, a grade that suits US Gulf Coast refineries and the reserve's specifications, so any licence chatter tends to show up first in heavy-light differentials rather than in Brent or WTI outright. The follow-ons are any Treasury or State Department licensing detail, the purchase cadence and funding, and whether this is a one-off remark or an actual programme with a schedule.
