US engagement with Venezuela has historically run through a sanctions-for-concessions framework, with the practical transmission channel being energy licensing rather than the talks themselves: prior rounds of negotiation have been accompanied by targeted authorisations allowing specific producers and traders to lift Venezuelan heavy crude, and by reversals when commitments were judged unmet. The distinction worth drawing is between talks that produce an electoral or political roadmap, which have tended to unlock licensing, and talks that stall, which have tended to see authorisations tightened or allowed to lapse. Venezuelan barrels are heavy and sour, so any genuine easing transmits first to Gulf Coast coking refiners configured for that slate and to heavy-light differentials rather than to headline flat price. The tell in past episodes has been movement in licensing language and in the status of the incumbent operator's waiver ahead of any formal announcement. Worth noting is that a scheduled resumption date is process, not outcome; comparable rounds have been announced, postponed, and reconvened without market consequence until sanctions text actually changed.
