The metrics that matter are the bid-to-cover against its recent average and whether the high rate tailed or stopped through the when-issued level at the bidding deadline; a stop-through points to dealer and money-fund demand absorbing supply without concession, a tail the reverse. Demand at this part of the curve is driven less by rate views than by bill supply, reserve balances, and money market fund allocations, so a weak or strong print typically reflects those plumbing variables rather than any shift in the policy outlook. A bid-to-cover in this range sits within the ordinary band for the tenor, and on previous occasions single-auction variation of this size has not been a durable signal on its own. What is worth noting across auctions is persistence: a run of tails across bill tenors has historically preceded cheapening of the very front of the curve and wider bill-to-OIS spreads, while isolated prints mean-revert. The follow-ons are the week's remaining bill and coupon supply and whether dealer take-down is drifting higher, which would mark saturation rather than smooth absorption.
