The framework would require large data centres to:
- Disclose energy and water use
- Link some federal tax benefits to sustainability standards
- Regulate consumer-facing AI agents
- Ban federal purchases of systems capable of generating child sexual abuse material
- Address market risks from AI-generated content
- Create a workforce transition fund by limiting certain data centre tax breaks
