FCC restarts there have historically proven fragile: units have come back only to trip again, and run rates have tended to sit well below nameplate, so the durability of this restart matters more than the fact of it. The transmission channel is domestic first: a working cracker lifts Venezuelan gasoline and diesel supply, easing the rationing and import dependence that has periodically forced purchases from third parties despite sanctions constraints. Any export-market read-through is modest, as incremental product from Paraguana typically displaces small import cargoes rather than adding length to Atlantic Basin product balances.
