The State of the Union address is the Commission President's annual set-piece, and past iterations have tended to function as an agenda-setting exercise rather than a market event in themselves: broad themes on competitiveness, defence, energy and industrial policy are flagged, with the substance arriving later through legislative proposals, budget negotiations and consultations.
