This is the standard CBRT toolkit of recent years: macroprudential and quantity-based fine-tuning rather than movement in the policy rate itself. Loan-growth thresholds tied to reserve requirements have been adjusted repeatedly, in both directions, and the direction of travel matters more than the increment: raising the growth limit and easing blocked-account reserve ratios is an easing of credit conditions at the margin, whereas prior tightening episodes used the same levers in reverse to slow loan expansion. The transmission channel is bank balance sheets, specifically lending to the targeted SME segment and the cost of holding lira liquidity, rather than the front end of the rates curve directly.
