Context

Brussels has been building toward tighter oversight of large cloud providers for some time, and episodes of this kind have historically followed a familiar sequence: designation or probe announcement, a compliance period in which the affected firms adjust contractual and interoperability terms, and only later any financial remedies, which tend to be dwarfed by the compliance burden itself rather than the headline fines. For hyperscalers, the operative channel is not the penalty but the friction: egress-fee structures, bundling of cloud with productivity suites, and licensing terms for software on rival infrastructure have all been recurring targets, and these sit at the margin of cloud economics rather than at the unit-growth level. The prior form on both companies is well established; each has settled or conceded on licensing practices in Europe on previous occasions rather than litigate to the end, which has typically meant negotiated remedies over drawn-out enforcement. What is worth tracking is whether scrutiny lands under the gatekeeper framework, where obligations are automatic on designation, or as a conventional competition probe, where the timeline stretches and outcomes are narrower. Sector read-across has historically been muted beyond the named pair, with the domestic European cloud peer set the more likely relative beneficiary. As an announcement of intent rather than a ruling, the signal is procedural.
