Hong Kong Monetary Authority maintains base rate at 4.25% as expected, in lockstep with the Fed.

What it means

The move is mechanical rather than discretionary: under the currency board, the base rate tracks the Fed by formula, and HKMA decisions of this kind are the least informative events on the central bank calendar, repricing nothing by themselves. The live channel has never been the base rate but the gap between it and local funding costs, since HIBOR is set by the aggregate balance and interbank liquidity rather than by the policy rate. Past episodes of this cycle have shown wide divergences between Hong Kong money market rates and the policy rate when liquidity is abundant, compressing only when convertibility undertakings drain the aggregate balance. What carries signal is therefore the peg's weak side: intervention at the convertibility undertaking, the size of the aggregate balance, and the USD/HKD forward points, which reflect the carry that keeps capital positioned against the band. The tells worth watching are whether spot pressures the weak side and forces HKMA buying of HKD, since that is the sequence that has historically tightened HIBOR and fed through to mortgage and property pricing, the economy's main transmission channel. As expected and in lockstep, the decision itself is a non-event; the balance sheet of the peg is where the information sits.
