Norges Bank Regional Network report Q3/26: Minor changes in growth prospects

The regional network survey is one of the inputs Norges Bank weights most heavily between monetary policy meetings, and historically a print showing only minor changes in the growth outlook has tended to leave the rate path pricing largely intact, with the wage and capacity signals doing the real work.

  • Contacts point to improved household purchasing power, higher defence spending and data centre buildout as important growth drivers.
  • At the same time, low construction activity is dampening growth. The share of network contacts reporting full capacity utilisation has been below its historical average over the past year, and in this survey, the share has fallen further.
  • Contacts estimate annual wage growth of 4.5% in 2026 and 4.0% in 2027.
Context

The distinction that matters here is between the growth mix and the inflation-relevant components: improved household purchasing power and public and investment-led demand are activity stories, while the wage growth estimates and the share of contacts at full capacity are what feed the Bank's assessment of domestic price pressures. A falling capacity-utilisation share below its historical average has in past episodes argued for patience on the hawkish side, though sticky wage estimates near current levels have limited how far that read travels. NOK reaction to these releases has typically been modest and short-lived, with EUR/NOK more sensitive to the rate-differential narrative and the oil backdrop than to a steady survey. What bears watching is whether the Bank's own summary of the survey flags the wage numbers as consistent with its projections, since divergence there is what has historically shifted the policy signal ahead of the next decision.
