The regional Fed surveys are among the earliest reads on the manufacturing month and routinely set the tone ahead of the national ISM, though their track record as a predictor is mixed: Philadelphia in particular is a small-sample, sentiment-based survey prone to outsized swings, and single-month moves of this size have historically reversed more often than they have persisted.
