US Treasury announces buyback of up to USD 6bln of 10-20yr nominal coupons for November 4th (preliminary)
What it means
This is the Treasury's standing liquidity support buyback programme, under which it purchases off-the-run nominal coupons in a defined maturity bucket rather than issuing new paper. Episodes of this kind have become routine calendar items since the programme was relaunched, and the pattern is well established: the announced maximum is a ceiling, not a commitment, and the accepted amount has historically come in well below the cap, with dealers offering seasoned, cheaper-to-deliver issues that trade away from the curve. The transmission channel is the relative value of off-the-run versus on-the-run securities in the targeted sector, here the 10-20yr part of the curve, where buybacks have tended to compress the cheapness of less liquid issues at the margin rather than move yields outright. The preliminary notice is followed by the operation itself on the stated date and then the results, which show the amount offered, the amount accepted, and the CUSIPs purchased; the acceptance ratio and the issues selected are the tells for where dealers see dislocation. A USD 6bln cap sits within the larger sizes the programme has used for this bucket, so there is no signal of a policy shift in the size itself. Worth watching is any deviation from the established schedule or sizing, since that, rather than a standard operation, is what has historically carried information about financing conditions or market functioning concerns.
